fix(alerts): alert monitoring + trendlines only for absolute alerts

Problem

Alert trend lines should only work for absolute alerts
Grafana monitoring wasn't getting metrics as celery tasks were short lived

Changes

• Change celery jobs to run for min of 30s so that metrics are picked up by prometheus
• Alert trends disabled for relative alerts

Does this work well for both Cloud and self-hosted?
