The cape will glitch out at certain height, but hey at least it's good enough for now :]
You can find it under Enhancements -> Graphics -> Mods

With this mod, you can:

Choose to have a cape or a scarf
Change the length
Change the shoulders' width
Change the side sway intensity
Change the force of gravity
