Feature 8239 adds algo exception handler

Description

Be able to take action when a runtime exception is raised. I have made an OnError method in the IAlgorithm file to handle run time erros.

How Has This Been Tested?

I had made a dummy algorithm with a run time error. After code changes I can see that the end_of_algorithm function is being called even if there is run time error.
