Project limit change + a few other small changes

Description

This PR is for a few small changes. SS-1054 - increase the limit for the number of projects per user to 10. SS-1052 - disable option to select project template with ML serving. SS-1065 - add link to project in the breadcrumbs.

Correspond PR in the serve-charts repo to change settings.py - PR #46.
