  1. support for adding parent to member node 

    In order to solve this ticket
(joernio/joern#3695), we need to have a
mechanism to create Package level TypeDecl and add member nodes as child
nodes to this TypeDecl node as and when we encounter a global variable
in any of the go file of the same package.
