Feature/sugcon2024 accordion component

Description / Motivation

Front end setup of Accordion component and Storybook story. The ChakraUI chevron up/down icon doesn't exactly match the design, but it's very close. Blue and Gray has been added to the color theme as well.

How Has This Been Tested?

Tested locally in Storybook and with a successful run of npm run build
