added Action Banner compoent and related items

Description / Motivation

Added the Action Banner component, coming with a Title, Text and CallToAction Link.
It can be found under Basic Components.

Open: Polishment in Styles - but we're concentrating on functionality for now :)

How Has This Been Tested?

Locally in the frontend app and in local Pages, currently editing possibility for the Link doesn't work.
