Add open graph tags

How Has This Been Tested?

1. I added a new base template for _ogtags
2. I added the _ogtags to the _basepage (which is used by home page and generic page)
3. I added the tags to the layout.tsx file
4. I added a canonical tag to the layout.tsx file.
5. If a field for a page is empty, the tag will render with empty content in the html

Types of changes
