adding kaptive version 3.0.0b6

There's a new version of kaptive!!!

Closes #993

Version 3 is very different "under the hood" than version 2, and may give different results than before. You've been warned.

Most notably: blast is dropped as a dependency and minimap2 is added.

The usage has also changed, so I updated the README.md considerably.

kaptive itself is installed with pip from pypi as the files in the github directory are not complete enough for installation.
