[Feature]Add metrics for accessing HDFS and HMS

Why I'm doing:

StarRocks在读取外表时，需要访问HDFS、访问MS。在HDFS、MS性能波动较大时，会影响SQL的执行性能。但是现在没有指标可以用来观测HDFS、MS的性能。
