Fix console redesign issues

Summary

Added zoom control on map widget and refactor disabled link. Also changed link text in noc panels with button text.

Changes

• Add zoom control in map widget.
• Refactor link in disabled state.
• Change link with text with link with button in noc metrics panels.

Notes for Reviewers

This needs to be backported to ENT and change noc metrics panels accordingly.
