If you download Windows Themes from https://www.microsoft.com/en-us/store/collections/windowsthemes and apply them they will installed to %LOCALAPPDATA%\Microsoft\Windows\Themes of the user.
If you want to deploy this themes on devices per-machine, you have to modify them.
