Added the "enable_turnsig_hazard" option that effects if LVC will inter fear with turn signals or hazards
Added "enable_turnsig_hazard" option to set in the SETTINGS.lua to remove LVC from controlling Turn Signals and Hazards if you have a separate script to do so.
Changed a setting from false to true for default installs

This PR adds a new option in the settings to fully disable the turn signals and hazards in LVC. This is helpful for users who may have other scripts that interface with the vehicle controls and have hazards and turn signals.
