This PR tightens up the specification of Charon's Python dependencies and adds a relatively easy shell script which builds the Debian and Python packages. This is set towards improved packaging and automation in the future.
Note: The Debian package is called
charon, but the Python package is calledlibCharonbecause there already is a package up on PyPi calledcharon.
