Сейчас нет возможности сделать так, чтобы PR попавший в мастер никак не отображался в release notes. Например это необходимо для внутренних задач, которые нет смысла указывать в релизе. Как вариант можно расценивать символ '-' в Release Notes как отсутствие изменений для релиза.
