Summary
This PR adds assets for the 3 standalone plugins WebP Uploads, Fetchpriority, and Dominant Color.
Relevant technical choices
.wordpress-orgsubdirectory of each module as this is already supported by our GitHub workflow (see https://github.com/WordPress/performance/blob/trunk/.github/workflows/deploy-standalone-plugins.yml#L83)..wordpress-orgsubdirectories are excluded from the main plugin release build, similarly to the standalone pluginreadme.txtfiles.Checklist
