As per discussion on Slack (https://xilinx.slack.com/archives/CRKDW8DRS/p1676910284090349), this tutorial led some customers to an issue with dbg_hub using NCI instead of PMC_NOC.
Yes, this tutorial instructs to use PMC_NOC, however regarding the ILA and axi_dbg_hub in this tutorial, there are some pictures, but users can't see other information. Hence the tutorial should have information like how to connect ILA and axi_dbg_hub to the CIPS. NoC, INI ports, etc..

As per Brad Fross's suggestion, the tutorial can be improved by adding a screen capture of the "connectivity" tab of the NoC customization wizard as well as adding a note saying something to the effect of "IMPORTANT: All AXI Debug Hubs that are connected to a NoC NSU (whether in static and/or reconfigurable partitions) must be reachable by the PMC-NOC NMU connection from the CIPS/PSX Wizard. Failure to do so will prevent the Debug Packet Controller (DPC) in the CIPS/PSX Wizard from accessing the AXI Debug Hub(s) at run-time."
