feat: v3.1 upgrade

Adds in support for the new data providers that are required for the v3.1 upgrade. See more details about the upgrade here: https://app.aave.com/governance/v3/proposal/?proposalId=132

For v2 markets and v3 markets that are not getting the upgrade (Fantom and Harmony), there is a legacy version of the ui pool data provider service that should be used.

💡Tip: You can also use "Close T-X" to automatically close a task when the pull request is merged.
