actinia-alpine: Added missing GDAL PostgreSQL Driver #47

Docker image mundialis/actinia-core:4.9.2 does not come installed with the GDAL driver for PostgreSQL anymore, which is needed to load data from PostgreSQL using a where query with v.in.ogr. I've added a new environmental variable 'GDAL_DRIVER_PACKAGES' to Dockerfile_alpine_dependencies' that includes gdal-driver-PG and leaves room to add other additional GDAL drivers in the future.

I am not sure if this change is still needed after

OSGeo/grass#3058

which was merged and backported on June, 28th, 2023.

Perhaps the docker image does not contain this yet?

I pulled the latest image from mundialis/actinia-core:4.9.2 and it doesn't appear like the updates included in OSGeo/grass#3058 are reflected.

I created a new actinia-core and actinia version with the change in GRASS GIS and mundialis/actinia-core:4.9.3 and mundialis/actinia:2.5.12 has now gdal-driver-PG-3.6.4-r4 installed. So this change is not needed.
