At the same time fixed a mistake in the CUDA image, making sure that the CUDA libraries could actually be used in the builds.

Added the CodePlay plugins to the appropriate images, in the same way as I did in acts-project/traccc#616. (Unfortunately the DEB package based installation didn't work out...)
At the same time fixed a mistake in the CUDA image, making sure that the CUDA libraries could actually be used in the builds. It makes the image a little bigger, but without the development packages, there's not much point in installing the libraries either... 🤔
