2. Being dependent on any maven version during project setup

Description

This feature includes a maven wrapper plugin that allows to run the project without any dependency on local installation of maven or any version of local installation.

Motivation and Context:

To run a java project without any dependency on a library in platform

How Has This Been Tested?

Removed the local path of the maven from PATH variable and executed ./mvnw clean install in the project working directory. The build executed successfully.
