Replace RISC-V qemu build machine label with 'qemustatic'

Allows us to use any machine that is set up appropriately (has qemu-user-static installed) by utilising a qemustatic label which has been applied to dockerhost-azure-ubuntu2204-x64-1

If you are not an admin, please ask for one's attention in #infrastructure on Slack or ping one here.
To run full set of tests, use "run tests"; a subset of tests on specific jdk version, use "run tests quick 11,21"
