update SBOM validator for April 2024

Fixes to mac compiler versions and freetype inclusion in the JDK21+ SBoMs (Bundled version in jdk11+ is 2.13.1)

• Mac Xcode 15.0.1 needs upgrading to Xcode 15.2 to resolve TCK failures due to Xcode new linker crashes infrastructure#3353
• Ensure SBOM FreeType version is set correctly for system and bundled settings #3497 should have set it correctly for bunled, although it was later set to unknown in SBOM jdk-21+ FreeType value set to "Unknown" #3661
• GCC version for Linux is now 11.3.0 since we are now using a devkit

Note to anyone that chooses to merge this when it gets approved - if you can kick off some runs of the download_and_sbom_validation jenkins job against the April releases and then "edit build information" on each run to indicate which is which that would be appreciated :-)
They ought to all go green based on my testing of it outside jenkins.
