Description of changes:
PennyLane recently provided a null.qubit device (PennyLaneAI/pennylane@318d004) that acts as a dummy device. This can be useful to run algorithms and gather tracking information without submitting Braket tasks. This PR adds an additional iteration of the Braket example for PennyLane Tracking_resource_usage using the new PennyLane null.qubit device.
Testing:
Ran this adjusted example notebook and validated output relative to the other device iterations in the example.
