Description of changes:
The previous run for release script failed due to usage of
npm ci(npm clean install) which requires an existingpackage-lock.jsonfile. Updating this script to usenpm installinstead which creates a newpackage-lock.jsonbased on dependency defined inpackage.json.By submitting this pull request, I confirm that my contribution is made under the terms of the Apache 2.0 license.
