feat(vue-shape): export clearItemsCache, VueNodeTeleport

Description

1. Add teleport node cache clearing function (clearItemsCache)
2. Add VueNodeTeleport component to automatically clear the cache when onMounted

Motivation and Context

close #4054 #3821
