The Apache Hive community is trying to implement optimizations, such as Bucket Map Join, using partition transform specs. We presume
Util::blockLocationsshould accept notCombinedScanTaskbutScanTaskGroup<FileScanTask>, which is a more general expression.See also apache/hive#5409
