This pull request introduces the following improvements:

Explicit Rule Enforcement:

Updated stat_rules to include a check for in output rules.
Modified check_retag to validate that is properly processed in source-to-target mappings.

Error Reporting for Unused Rules:

Added logic to ensure rules are flagged if they are unused or inconsistently mapped.
