Fix appending to existing template path

This moves appending to an already existing template_path config value, to make sure the config was read already before we append, e.g. when providing template_path = ['_templates'] in docs/conf.py.

I also tested that it still works if you provide your custom template under docs/_templates and it is not overwritten by the default templates of sphinx-apipages.
