python3-botocore: use nobranch=1 to reflect the latest repo status #9393

The rev is a valid tag but not in any branch. This is the current status of botocore repo. So use nobranch=1 to reflect such status. This fixes do_fetch error.

First change is that the PR should be based on master-next.

Since this is an issue #9442 and it will be fixed, this should not be necessary. Thank you anyway for this!
