To apply changes

kustomize build --enable-alpha-plugins manifests | oc apply -f -

If you add a new public key to manifests/.sops.yaml you have to re-encrypt manifests/secrets.enc.yaml

cd manifests && sops updatekeys secrets.enc.yaml
