[MDS-6304] - Clean up some document bugs on MMA

Objective

• allow archive/replace files ONLY on the "create submission" step of MMA process
• change the flow a bit to not go directly to "review & submit" if the MMA exists
• make that action menu prettier by using existing component, but also beef it up a bit
