The purpose of the planning directory is a place where we can stash code for reference in various github issues and project plans without having to integrate it into the code base. This is for large changes to the code base that require extensive planning and discussion prior to integration.
make Identity the serializer, so we don't have to pass it around everywhere.

Adds a set of "out of workspace" tests to help plan a possible migration to rkyv 0.8.
This code isn't built as part of the Xous release, but incorporating it into the
mainbranch allows us to reference it more easily in issues as we discuss the potential ramifications of this fairly significant change.
