firstly this is the first time I have written go. so apologies in advance
this PR adds 2 new features.
it can monitor wallet balances. this is useful for IBC relayers, and price oracles, restake.app etc.etc.
it monitor's the kujira price oracle for misses.
hopefully this is in the right general direction.
