PR Summary

• Website and Documentations Links Update
  Much of this PR involved updating links that previously directed to https://booster.cloud or https://docs.booster.cloud, now directing to https://boosterframework.com or https://docs.boosterframework.com. This includes the various README and CONTRIBUTING files, links within code files, and files within the packages directory.

• Adding File to Fix Broken Links
  A new file docs-fix-broken-docs-links_2023-09-06-21-09.json was added in the common/changes/@boostercloud/framework-core directory. This fixes broken links in the framework core documentation.

• Updating Package Versions
  The pnpm-lock.yaml file and package-lock.json file were updated to upgrade various package versions to ^1.18.1. This includes the @boostercloud/eslint-config and @boostercloud/framework-types packages in the common/config/rush directory.

• Updating Homepages Across Packages
  The homepage link was uniformly updated across different package.json files in various packages including cli, application-tester, framework-common-helpers,framework-core, etc. to point to the new https://boosterframework.com.

• Author Information Update
  The author information was updated in several package.json files in different packages, including framework-provider-aws-infrastructure, framework-provider-azure-infrastructure, etc.

• Documentation Links in Website Files
  Documentation links in several files used by the website, such as website/docs/03_architecture/07_notifications.mdx and website/docs/12_contributing.md were updated to reflect the new documentations link.
