This fixes a bug where chained notifications were not found in alerts that use the lookup mechanism.

This fixes a bug where chained notifications were not found in alerts that use the lookup mechanism. This fixes the symptom seen in #2304.
Since I'm not an expert on the Bosun codebase I'd like to hear your opinions about the fix. I've tested it and it seems to work.
