Fix adding new executables to bottle and updating launch options

Description

LaunchOptionsDialog was handling program configuration incorrectly in some cases:

• When editing Launch options immediately after creating new entry. It tried to read properties that didn't exist from program dict

• When new executable is added in bottle_details.py its folder property is not set and it is expected by Browse path [Bug]: Program location doesn't work until Bottles restart #2609
