Add wheel build target to avoid Hatch ValueError

Hatchling 1.9 added a requirement for additional wheel metadata.
"ValueError: Unable to determine which files to ship inside the wheel"
may be seen without the metadata.

This commit will update `pyproject.toml` to include wheel metadata.
