As part of the release cycle of Bridgetown 2.0, we'll be moving our window of Ruby support to the past two versions besides current. That gets us starting with Ruby 3.1. We could have moved to starting with Ruby 3.0 last year, but decided allowing remaining support for Ruby 2.7 a bit longer would be prudent (plus we were still on the v1.x cycle).

This PR also includes a merge of #866.

* First pass of rewriting feature tests in Minitest rather than Cucumber
