[Emails] Bunch of updates aimed at running email actions in new situations #2683

This fixes #2681 by providing updates to some email actions. Some were extended with strategies, some were run in new scenarios, finally a bunch of strategies was run after user profile update.

I was running tests with no internet connection. These tests failed due to missing network. In cases like that the test suite can be run without them by using `--exclude-tags captcha`.
