This request proposes the addition of a new one-hot encoded fuse to distinguish the type of Post-Quantum Cryptography (PQC) key used for Caliptra firmware image validation. The proposed values for the fuse are as follows:

Bit 0: Set: MLDSA
Bit 1: Set: LMS

@mhatrevi Please update the main spec with this info, then we will apply the change to caliptra-rtl.
