fuse_key_manifest_pk_hash_mask Rename

Rename fuse_key_manifest_pk_hash_mask[0] to fuse_ecc_revocation (like fuse_lms_revocation and fuse_mldsa_revocation). This makes clear the purpose of the fuse.

fuse_key_manifest_pk_hash_mask[1]..fuse_key_manifest_pk_hash_mask[7] can be renamed to reserved. This
