Skip To Main Content Not Working (CRASM-630)

🐛 Summary

After implementation of the Filter Side Drawer, the "Skip to Main Content" feature is no longer functional.

To reproduce

Steps to reproduce the behavior:

1. Click on "Skip to Main Content Button".
2. Focus does not change.

Expected behavior

1. After selecting "Skip to Main Content" inside of Gov Banner , focus should move to main content of page bypassing Header.
