Changes proposed in this pull request:

  • Update pipeline to test release artifact and create GitHub release
  • Update PR test step to run tox in develop mode to test against local source code vs a compiled package artifact
  • Fix tox testenv names so tests are run correctly
  • Update development documentation

security considerations

None. Updating pipeline configuration which contains no sensitive information.
