Fix ISO range parsing #1284

Summary:

Fixed ISO range parsing for /covidcast endpoint

Prerequisites:

  • Branch is up-to-date with the branch to be merged with, i.e. dev
  • Build is successful
  • Code is cleaned up and formatted
