[DOC-10213] Updates to Dedicated on Azure limitations page

• Add info about SOC 2
• Remove redundant info already documented elsewhere
  • Which regions are available
  • Enabling Datadog integration (two separate entries in the FAQ!)
  • Multi-region support
  • Horizontal and vertical scaling
• Remove outdated info about editing regions using the UI
• Reword the entry about using credits, moved it higher up
• Reword the entry about taking encrypted backups
• Move the entries about isolation and encryption at rest to the bottom near the new SOC 2 bit, since they are different from the other entries.
• Move the entry about migrating from PostgreSQL higher up.
