Fixes DOC-12073 Summary of changes: - Update v24.2.0 and v24.3.0 release note pages to use Liquid links - ... including the HTML files included into those pages - This was prompted by a broken link from the v24.2.0 release page which the link checker did not yell about because it was an HTTP URL and thus "external" (see linked issue for details)
