db: Add TestConcurrentExcise

The cases around erroring out compactions with concurrent excises
are getting more complex. This change adds a unit test to be
able to test for compactions actually erroring out when a
concurrent excise happens, by blocking the compaction and then
using a TestIngestShared-like harness to do a two-Pebble shared
ingestion.
