Email service

When a notebook is completed and uploaded to S3, we would like an email to be sent to the user who created the classifier with the link to download their completed notebook. Django works with email but it needs an account/service to send form. If we are sticking with AWS it seems like SES would make sense for this, we can put it under the cognoma.org domain.
