Tested locally with various combinations of:

not setting or setting install-ghc: true/false
not specifying or specifying --[no-]install-ghc;
not setting or setting install-msys: true/false; or
not specifying or specifying --[no-]install-msys.

Tested stack config set install-msys locally.

Tested various combinations of stack --[no-]install-ghc --[no-]install-msys setup locally.
